Social Impact Bonds (SIBs), also called pay-for-success contracts, are public-private partnerships that fund social services through performance-based agreements. Private investors receive a return of capital and premium only if social performance objectives are met.

The goal of SIBs is to enable governments to partner with service providers and tap private investments in order to expand effective social programs. The model promises to provide new sources of financing for critical social services, to improve cost-effectiveness of services by focusing on measurable outcomes, and to allow innovative models in providing services by shifting the initial risk to private investors. 

Please join us for a panel discussion focused on how this model has played out in practice. Have SIBs proven to be an effective impact investing tool? An innovative model for public-private partnerships? Have they achieved the promised results in the improvement of social services?

  • Deborah Burand is the director of the International Transactions Clinic and co-director of the Grunin Center for Law and Social Entrepreneurship.
  • Hervé Duteil, Chief Sustainability Officer at BNP Paribas Americas. Mr. Duteil was recently featured in Euromoney's coverage of Impact Banking Champions.
  • Rashmi Khare is the Director of Social Finance.
  • Andi Phillips is co-founder and Manager Partner of Maycomb Capital.
  • Andy Rachlin serves as Managing Director for Lending and Investment at Reinvestment Fund.

Location:

BNP Paribas' Innovation Center is located at 787 7th Ave., 30th Floor, in Manhattan. The BNPP front desk is between 6th and 7th Ave, on the south side on the building. The building can be accessed by walking to the middle of the block from 6th avenue or directly on 7th avenue. All attendees check in at the front desk, referencing the Impact Capital Forum registration list, before being directed to the 30th floor.
